When MMRDA is shifting living peoples from their place of livelihood for the reason of development, why can’t MMRDA take stern action against those who oppose shifting of non-living things.

MMRDA & MHADA made us homeless
MMRDA had demolished our own purchased houses in MHADA buildings in New Tilak Nagar Chembur in 2009 to facilitate construction of Santacruz Chembur Link Road project, are how homeless for last more than three years (38 months), were demolished after our consent
MMRDA before demolishing the building entered in Memorandum of Understanding (MOU) with us on 12th March 2009 write date here which was approved by Mumbai High court vide writ petition 1359 of 2009. (Copy enclosed for your references.)
As per the terms of MOU, MMRDA was to provide us alternate homes by constructing new buildings within 24 month & maximum 30 month from the date of MOU i.e. 12th March 2009 write date here.
In spite of frequent reminders & follow up with MMRDA no action has been taken yet.
There is also contempt of terms decided by MMRDA & MHADA in presence of Honorable Magistrate, Mumbai High court vide writ petition 1359 of 2009..
We Project Affected People are homeless for last three years in spite of having our own homes.
